The State Planning Commission, the Apex Advisory Body of the Government of Tamil Nadu has been fostering Innovation in the field of Public Service delivery since 2015 through the Tamil Nadu Innovation Initiatives also known as TANII. Through this initiative, the commission has recommended close to 400 innovative projects cross cutting various departments of the State Government.
The Centre for Innovation in Governance aims to foster innovation at sectoral and grass root levels of public governance. To this extent, the State Planning Commission would act as an enabler for bridging innovative ideas with challenges in governance and would facilitate the innovators to aid decision-makers solve problems that hamper good governance in their sectors.

Project Brief:
The ‘Focus Blocks Programme (Priority Blocks including Hill area regions scheme)’ is a strategic initiative aimed at fostering rapid and inclusive development in socio-economically backward blocks. These blocks have been identified to receive targeted government assistance, with the overarching goal of improving public utilities and uplifting the lives of marginalized communities. By converging existing departmental schemes and deploying resources efficiently, the program seeks to drive positive socio-economic transformation within a defined timeframe.
Key Responsibilities for Lead Innovator:
Project Consultant plays a pivotal role in facilitating the successful implementation of the Focus Blocks Development Programme.
The responsibilities will include:
• Collaborating with sectoral experts, district administration, and nodal departments to ensure seamless project implementation.
• Coordinating and assisting in the process of block development strategy paper development. Tracking the performance of Key Development Indicators (KDIs) in each focus block, identifying bottlenecks, and proposing corrective measures.
• Assisting the State Planning Commission (SPC) in monitoring project progress and preparing comprehensive reports for review.
• Supporting the preparation of agendas and presenting project status updates during State Level
• Empowered Committee (SLEC) meetings.
• Providing technical expertise in areas such as Data Analytics, Education/Social Welfare/Health sectors,
• Social Sciences, IT, and GIS to drive evidence-based decision-making.
• Conducting regular field surveys, assessments, and inspections to gauge the effectiveness of interventions and identify areas for improvement.
• Liaising with relevant stakeholders to foster collaboration, address challenges, and optimize resource allocation.
Qualifications: Any Bachelor’s Degree in Engineering or Post Graduate in Arts and Science. Preferably in Public Administration, Development Studies, Economics or Social Sciences.
Skill Preferable:
• Minimum of 3 years of experience in project management, preferably within the context of government initiatives aimed at socio-economic development.
• Proven ability to collaborate effectively with diverse stakeholders, including sectoral experts, government officials, and community representatives.
• Strong analytical skills with the ability to interpret complex data sets, track performance indicators, and derive actionable insights.
• Excellent communication and interpersonal skills, with a demonstrated ability to articulate ideas clearly and engage stakeholders at all level.
• Proficiency in relevant technical areas like Data Analytics, GIS, and IT tools, to support evidence-based decision-making.
• Demonstrated track record of driving results, managing competing priorities, and delivering high-quality outcomes within tight deadlines.
• A commitment to promoting equity, inclusion, and sustainable development principles in project implementation .
Terms of Employment:
• This position is offered on a temporary basis and is contract-based.
• The selected candidate will receive a consolidated pay in accordance with the terms of the contract.
• The duration of the contract is initially for 6 months with the possibility of further extension based on performance and project needs.
• The Consolidated Monthly salary for a consultant shall be Rs 1,00,000 based on qualification and experience and could be increased up to 5% after a year.
• Performance Review and Termination clause: Candidates will undergo a performance review before the end of the contract period and will be evaluated based on their performance. The State Planning Commission reserves the right to terminate the contract, at any time without prior notice or cause or in case of failure to meet performance standards or violation of the terms of employment.
Remuneration: Commensurate with qualifications and experience shall be Rs 1,00,000/- per month.

Job Summary:
The Lead Innovator will spearhead our innovation in governance initiatives, driving the development and implementation of innovative ideas and solutions. The Lead Innovator will lead a team of creative individuals, fostering a culture of innovation and collaboration to drive continuous improvements and deliver innovative products, services, and processes for a citizen centric governance model.
Key Responsibilities for Lead Innovator:
• Lead the innovation team in identifying emerging trends, technologies and governance solutions to drive innovation and maintain competitive advantage in public service delivery for the state.
• Develop and execute the innovation strategy for governance, aligning it with the state’s vision statement.
• Tracking the performance of innovation initiatives and key metrics through objectives and key results (OKR). Using Innovation Indices to measure success and identify areas for improvement.
• Collaborating with sectoral experts, district administration, and nodal departments to ensure seamless project implementation.
• Effective stakeholder management and networking abilities with capabilities to foster collaborations and partnerships with various sectors such as Industry Associations / Conglomerates, Academia, International institutions, Innovation hubs, Centres of Excellence, Governments and Government bodies.
• Mentor and coach team members, providing guidance and support to help them develop their innovation capabilities and achieve their potential.
Qualifications:
• Bachelor’s degree in any professional courses (e.g. B.E., B. Tech, BLL, B. Arch, etc.) or Masters in Public
• Policy, Economics, Management, Social Development, or related fields, from recognised institution.
• A minimum of 5 years of work experience in managing innovation ecosystems or related roles.
• Proven track record of leading successful innovation projects or initiatives, preferably in the government sector and has thorough knowledge on the innovation ecosystems existing at the international, national and state level.
• Experience in public policy, emerging technologies, strategic management practices, and other innovation frameworks, methodologies and use cases in public service delivery and governance.
• Experience in project management, including planning, execution, and evaluation of innovation projects.
Terms of Employment:
• This position is offered on a temporary basis and is contract-based.
• The selected candidate will receive a consolidated pay in accordance with the terms of the contract.
• The duration of the contract is initially for 6 months with the possibility of further extension based on performance and project needs.

Young Innovator plays a pivotal role in the following:
• Collaborate with government departments and district administration to identify key challenges and opportunities for innovation in public service delivery.
• Assist government departments in developing project proposals that align with the TANII scheme’s objectives and guidelines.
• Provide guidance on proposal writing, budgeting, and project planning.
• Research and assess emerging technologies, including artificial intelligence, machine learning, blockchain, augmented reality, virtual reality, internet of things (IoT), and others, to understand their potential applications and impact on public sector operations and citizen services.
• Foster partnerships with academia, industry, non-profit organizations, and other government agencies to leverage resources, expertise, and best practices in innovation.
• Visit Districts and Blocks to assist administration in drafting problem statements which requires innovative solutions.
• Ideate and develop innovative solutions, programs, and policies to address societal challenges and improve public service delivery.
• Advocate for a culture of innovation within the public sector by organizing training sessions, knowledge-sharing events, and capacity-building initiatives to empower staff at all levels to embrace innovative approaches.
• Maintain thorough project documentation, including project plans, reports, and project-related data.
• Prepare and present progress reports, presentations, and recommendations to government agencies and administrators.
Qualification:
Young Innovator (Technology):
• Bachelors in Computer Science / IT/ Data Science/ Cyber Security and related fields. Preference will be given to candidates with working experience / certifications in emerging technologies.
• At least 2 years of proven experience in project management, including the ability to plan, execute, and evaluate technology innovation projects in public/ private.
• Excellent analytical, problem-solving, and communication skills.
• Proficiency in project management tools and innovation methodologies.
• Ability to work independently and collaboratively with multidisciplinary teams.
Young Innovator (Social Innovation):
• Bachelors in Engineering, Social Sciences, Life Sciences, Environment Studies, Public Policy, International Development, or related fields.
• At least 2 years of experience of proven experience in project management, including the ability to plan, execute, and social innovation projects. This could include previous roles where you led or contributed to social development projects in a State/ Central Government, Development Banks, Intergovernmental Organisations.
• Excellent analytical, problem-solving, and communication skills.
• Proficiency in project management tools and innovation methodologies.
• Ability to work independently and collaboratively with multidisciplinary teams.
Terms of Employment:
• This position is offered on a temporary basis and on contract.
• The selected candidate will receive a consolidated pay in accordance with the terms of the contract.
• The duration of the contract is initially for 6 months with the possibility of further extension based on performance and project needs.
• The Consolidated Monthly salary for the young innovator shall be between Rs 60,000 to Rs 75000 based on qualification and experience and could be increased up to 5% after a year.
• Performance Review and Termination clause: Candidates will undergo a performance review before the end of the contract period and will be evaluated based on their performance. The State Planning Commission reserves the right to terminate the contract, at any time without prior notice or cause or in case of failure to meet performance standards or violation of the terms of employment.
• Pay Range: Commensurate with qualifications and experience shall be up to Rs. 75000 per month.
